Did Climate Change Cause Hurricane Sandy?



If you’ve followed the U.S. news and weather in the past 24 hours you have no doubt run across a journalist or blogger explaining why it’s difficult to say that climate change could be causing big storms like Sandy. Well, no doubt here: it is.
The hedge expressed by journalists is that many variables go into creating a big storm, so the size of Hurricane Sandy, or any specific storm, cannot be attributed to climate change. That’s true, and it’s based on good science. However, that statement does not mean that we cannot say that climate change is making storms bigger. It is doing just that—a statement also based on good science, and one that the insurance industry is embracing, by the way. (Huh? More on that in a moment.)
Scientists have long taken a similarly cautious stance, but more are starting to drop the caveat and link climate change directly to intense storms and other extreme weather events, such as the warm 2012 winter in the eastern U.S. and the frigid one in Europe at the same time. They are emboldened because researchers have gotten very good in the past decade at determining what affects the variables that create big storms. Hurricane Sandy got large because it wandered north along the U.S. coast, where ocean water is still warm this time of year, pumping energy into the swirling system. But it got even larger when a cold Jet Stream made a sharp dip southward from Canada down into the eastern U.S. The cold air, positioned against warm Atlantic air, added energy to the atmosphere and therefore to Sandy, just as it moved into that region, expanding the storm even further.
Here’s where climate change comes in. The atmospheric pattern that sent the Jet Stream south is colloquially known as a “blocking high”—a big pressure center stuck over the very northern Atlantic Ocean and southern Arctic Ocean. And what led to that? A climate phenomenon called the North Atlantic Oscillation (NAO)—essentially, the state of atmospheric pressure in that region. This state can be positive or negative, and it had changed from positive to negative two weeks before Sandy arrived. The climate kicker? Recent research by Charles Greene at Cornell University and other climate scientists has shown that as more Arctic sea ice melts in the summer—because of global warming—the NAO is more likely  to be negative during the autumn and winter. A negative NAO makes the Jet Stream more likely to move in a big, wavy pattern across the U.S., Canada and the Atlantic, causing the kind of big southward dip that occurred during Sandy.
Climate change amps up other basic factors that contribute to big storms. For example, the oceans have warmed, providing more energy for storms. And the Earth’s atmosphere has warmed, so it retains more moisture, which is drawn into storms and is then dumped on us.
These changes contribute to all sorts of extreme weather. In a recent op-ed in theWashington Post, James Hansen at NASA’s Goddard Institute for Space Studies in New York blamed climate change for excessive drought, based on six decades of measurements, not computer models: “Our analysis shows that it is no longer enough to say that global warming will increase the likelihood of extreme weather and to repeat the caveat that no individual weather event can be directly linked to climate change. To the contrary, our analysis shows that, for the extreme hot weather of the recent past, there is virtually no explanation other than climate change.”
He went on to write that the Russian heat wave of 2010 and catastrophic droughts in Texas and Oklahoma in 2011 could each be attributed to climate change, concluding that “The odds that natural variability created these extremes are minuscule, vanishingly small. To count on those odds would be like quitting your job and playing the lottery every morning to pay the bills.”
Hanson also argued a year ago that Earth is entering a period of rapid climate change, so radical weather will be upon us sooner than we’d like. Scientific American just published a big feature article detailing the same point.
Indeed, if you’re a regular Scientific American reader, you might recall that another well-regarded scientist predicted behemoths such as Sandy in 2007. The article, by Kevin Trenberth, a senior scientist at the National Center for Atmospheric Research, was presciently titled, “Warmer Oceans, Stronger Hurricanes.” Trenberth’s extensive analysis concluded that although the number of Atlantic hurricanes each year might not rise, the strength of them would.
Hurricane Sandy has emboldened more scientists to directly link climate change and storms, without the hedge. On Monday, as Sandy came ashore in New Jersey, Jonathan Foley, director of the Institute on the Environment at the University of Minnesota, tweeted: “Would this kind of storm happen without climate change? Yes. Fueled by many factors. Is [the] storm stronger because of climate change? Yes.”
Raymond Bradley, director of the Climate Systems Research Center at the University of Massachusetts, was quoted in the Vancouver Sun saying: “When storms develop, when they do hit the coast, they are going to be bigger and I think that’s a fair statement that most people could sign onto.”
A recent, peer-reviewed study published by several authors in the Proceedings of the National Academy of Science concludes: “The largest cyclones are most affected by warmer conditions and we detect a statistically significant trend in the frequency of large surge events (roughly corresponding to tropical storm size) since 1923.”
Greg Laden, an anthropologist who blogs about culture and science, wrote this week inan online piece: “There is always going to be variation in temperature or some other weather related factor, but global warming raises the baseline. That’s true. But the corollary to that is NOT that you can’t link climate change to a given storm. All storms are weather, all weather is the immediate manifestation of climate, climate change is about climate.”
Now, as promised: If you still don’t believe scientists, then believe insurance giant Munich Re. In her October 29 post at the The New Yorker, writer Elizabeth Kolbert notes:
Munich Re, one of the world’s largest reinsurance firms, issued a study titled “Severe Weather in North America.” According to the press release that accompanied the report, “Nowhere in the world is the rising number of natural catastrophes more evident than in North America.” … While many factors have contributed to this trend, including an increase in the number of people living in flood-prone areas, the report identified global warming as one of the major culprits: “Climate change particularly affects formation of heat-waves, droughts, intense precipitation events, and in the long run most probably also tropical cyclone intensity.”
Insurers, scientists and journalist are beginning to drop the caveats and simply say that climate change is causing big storms. As scientists collect more and more data over time, more of them will be willing to make the same data-based statements.

Thai Prime Minister Yingluck Shinawatra''s policy to purchase rice from farmers for 50% more than the market price has affected the competitiveness of Thai exports and has increased the amount of unsold rice stocks. The policy, aimed at increasing farmer''s income, has threatened Thailand''s status as the top rice exporter, with rice exports expected to almost halve in 2012. Experts believe that Thailand may flood the world rice market if it abandons the policy now.
 
The US Department of Agriculture (USDA) has predicted Thailand''s global share to drop to less than one-fifth to around 6.5mn tonnes in 2012. The country produces an average of around 20mn tonnes of rice each year, of which half is normally exported. The USDA has forecast the country''s unsold stocks to be around 9.4mn tonnes in 2012 and 12.1mn tonnes in 2013.

    นายบุญทรง เตริยาภิรมย์ รมว.พาณิชย์ เปิดเผยว่า ไทยและเวียดนามได้ตกลงที่จะร่วมมือกันค้าข้าวในตลาดโลก เพื่อดึงราคาข้าวและช่วยให้เกษตรกรของทั้ง 2 ประเทศมีชีวิตความเป็นอยู่ที่ดีขึ้น โดยในการประชุมคณะรัฐมนตรี (ครม.) ไทย-เวียดนามที่ผ่านมา เวียดนามได้ตกลงตามข้อเสนอของไทยในการกำหนดเป้าหมายผลผลิต เป้าหมายราคา และตกลงร่วมกันที่จะสร้างความมั่นคงทางด้านอาหาร (ฟู้ด ซีเคียวริตี้) ให้กับโลก
    ขณะเดียวกัน ได้สั่งการให้กรมการค้าต่างประเทศไปเตรียมการเจรจากับ สปป.ลาว โดยให้นัดคุยกับรัฐมนตรีพาณิชย์ สปป.ลาว ก่อนการประชุมอาเซียนซัมมิตที่จะมีขึ้นช่วงกลางเดือน พ.ย.นี้ เพื่อหารือถึงกรอบความร่วมมือในเรื่องข้าวของประเทศในอาเซียน หลังจากที่ไทยได้เจรจากับทางเวียดนามและกัมพูชา และทั้ง 2 ประเทศได้เห็นด้วยกับข้อเสนอของไทยแล้ว ส่วนกับพม่าจะมีการหารือกันในระหว่างการปะชุมคณะกรรมาธิการร่วมทางการค้า (JTC) ที่จะมีขึ้นในวันที่ 1-2 พ.ย.นี้ ที่กรุงเทพฯ
    “ถ้าประเทศผู้ปลูกและส่งออกข้าวในอาเซียน 5 ประเทศเห็นพ้องต้องกัน ก็จะเสนอให้ผู้นำอาเซียนประกาศความร่วมมือในเรื่องข้าวในเวทีการประชุมอาเซียนซัมมิตที่กัมพูชาเป็นเจ้าภาพกลางเดือน พ.ย.ต่อไป โดยจะจัดตั้งสมาพันธ์โรงสีข้าวและผู้ค้าข้าวอาเซียน เพื่อเพิ่มความร่วมมือในเรื่องการค้าข้าว การสำรองข้าว เพื่อความมั่นคงทางด้านอาหารให้กับโลก” นายบุญทรง กล่าว
    นายบัณฑูร ล่ำซำ ประธานเจ้าหน้าที่บริหาร และกรรมการผู้จัดการ ธนาคารกสิกรไทย กล่าวว่า การพัฒนาความร่วมมือทางเศรษฐกิจในภูมิภาคเอเชีย โดยเฉพาะอย่างยิ่งความร่วมมือในประชาคมเศรษฐกิจอาเซียน (AEC) ที่จะเกิดขึ้นในปี 2558 หรือความร่วมมืออาเซียนบวก 3 ได้แก่ ประเทศในอาเซียน 10 ประเทศ รวมทั้ง จีน เกาหลีใต้ และญี่ปุ่น จะช่วยให้สภาพเศรษฐกิจของเอเชียมีความมั่นคงมากขึ้น ซึ่งปัจจุบันจีนถือเป็นตลาดส่งออกอันดับหนึ่ง และเป็นคู่ค้าสำคัญอันดับสองของไทย ด้วยมูลค่าการค้าระหว่างไทยและจีนปีที่แล้วสูงถึง 1.5 ล้านล้านบาท
    ธนาคารเล็งเห็นถึงความสำคัญของการเติบโตในการทำธุรกิจและการลงทุนระหว่างกัน โดยจะร่วมลงนามความร่วมมือกับธนาคารจากจีน 19 แห่ง ที่เป็นสมาชิกสมาคมแฟคเตอริ่งระหว่างประเทศ เบื้องต้นได้ลงนาม 6 แห่ง ได้แก่ ธนาคารไชน่าหมิงเซิง ธนาคารผิงอัน ธนาคารจาวซาง ธนาคารเพื่อการพัฒนาผู่ตงแห่งเซี่ยงไฮ้ ธนาคารแห่งเซี่ยงไฮ้ และธนาคารเปาซาง เพื่อร่วมกันพัฒนาบริการแฟคเตอริ่งระหว่างประเทศ         ความร่วมมือดังกล่าวจะสามารถสร้างเครือข่ายความร่วมมือที่ครอบคลุมการบริการแฟคเตอริ่งระหว่างไทย-จีนที่ใหญ่ที่สุด มีมูลค่าการทำแฟคเตอริ่งของความร่วมมือประมาณ 29,000 ล้านบาท
    นายบัณฑูร กล่าวว่า แผนดำเนินธุรกิจของธนาคารใน 2556 ที่ได้รับอนุมัติจากคณะกรรมการธนาคารแล้ว ตั้งเป้าอัตราเติบโตของสินเชื่อไว้ที่ 9-10% และเป็นไปตามอัตราการขยายตัวของเศรษฐกิจในปีหน้าที่ 5 % โดยสินเชื่อปีหน้าจะเน้นทุกกลุ่ม ตั้งแต่รายเล็กถึงรายใหญ่ ส่วนหนี้ที่ไม่ก่อให้เกิดรายได้ (NPL) จะควบคุมไว้ที่ 2-3% ของสินเชื่อรวม ซึ่งเป็นระดับปกติของสถาบันการเงิน.

Food and Agriculture: The future of sustainability

This study, led by COSA President Daniele Giovannucci, was released by the U.N. Division for Sustainable Development and the key messages also served as a strategic input to the "Sustainable Development in the 21st Century" Report published by The United Nations Department of Economic and Social Affairs (DESA).

Dozens of experts and thought leaders from many countries offered their diverse views on how the food and agricultural system could become significantly more sustainable while meeting the need for global food security. These were gathered into four broad-based groups:

Group 1: Policy and Trade Group convened by Charlotte Hebebrand of the International Food & Agricultural Trade Policy Council (IPC).

Group 2: This Business Specialists Group was convened by The Keystone Center and coordinated by Sarah Stokes Alexander, Julie Shapiro and Keith A. Wheeler.

Group 3: The Rural Livelihoods and Poverty Expert Group was coordinated by Danielle Nierenberg of Worldwatch Institute's Nourishing the Planet project.

Group 4: An Agricultural Production and Environmental Sustainability Group convened by Sara Scherr and Jeffrey Milder of EcoAgriculture Partners.

Cambodian rice wins the ‘2012 World’s Best Rice’ Award in Indonesia 
 
Phnom Penh, Cambodia, October 1, 2012 – Cambodian premier Jasmine rice won the ‘World’s Best Rice’ Award at the global rice tasting competition during the World Rice Conference (WRC) organized by The Rice Trader (TRT) in Bali, Indonesia, from September 26-28, 2012.
 
The TRT’s World Rice Conference is the annual gathering of rice industry professionals, with a conference agenda that aimed to map the future direction for rice markets, and how price trends will be shaped. TRT WRC 2012 was the largest gathering of rice professionals in the region, attracting over 400 delegates from all over the world and featuring expert speakers who guided delegates towards a vision of markets in 2012/13 and beyond. A delegation representing 12 Cambodian Rice Exporters participated in the conference.
 
“Several leading rice producing countries participated in this international Rice Tasting Competition. A panel of rice experts and culinary chefs from 5-star hotels in Bali blind tasted the different samples and selected the Cambodian sample as the best one” said Mr. David Sok from Golden Rice
 
Cambodia, one of the country’s leading rice millers and exporters. “Based on our discussions among participating companies before we left for Bali, we decided to select three Cambodian rice samples to be submitted for the TRT competition: two were premier fragrant rice samples and one was premier white rice. The sample that received the award was one of the two premier fragrant rice samples: our Cambodian Jasmine Rice, Grade A, 100% Unbroken”.
 
“We would like to express our warmest thanks to the International Finance Corporation (IFC) which provided technical advice to the 12 participating Cambodian rice export companies and facilitated our TRT participation” Mr. Sok added “and this award is showing the world that Cambodia has great quality rice and can compete with other major rice market players.”

During the annual World Rice Conference, TRT organizes this rice tasting competition, with submissions from different rice producing countries. In 2010, Thai rice won the award and in 2011, a rice sample submitted by Myanmar won the global award. It is believed that this world recognition of Cambodian rice will help the Kingdom boost its rice exports by promoting Cambodian rice in world markets, encouraging international buyers and traders to consider buying more rice from Cambodia, and contribute to the accomplishment of the Cambodian Government’s objective to export 1 million tons of rice by 2015.

VOA - Cambodia’s Jasmine Rice Awarded World Best Rice for 2012

Cambodia is now seeking to expand its exports of its jasmine rice and other varieties.

PHNOM PENH - Cambodia’s aromatic variety of jasmine rice was awarded top prize at the Rice Trader World Rice Conference in Bali, Indonesia, last month.

Second and third place went to Thai rice varieties, as more than 40 rice-exporting countries attended the conference, from Sept. 26 to Sept. 28.

Cambodia is now seeking to expand its exports of its jasmine rice and other varieties.

Ung Chhengsear, a representative of Cambodian rice export company Lor Ek Heng Sek Meas, who attended the ceremony, said the award will help raise the profile of Cambodian rice, which has gone relatively unnoticed.

“So this will help increase our rice exports to meet the government’s ambition of 1 million tons of rice exports by 2015,” he told VOA Khmer by phone from Indonesia.

Twelve companies from Cambodia attended this year’s conference, sponsored by the World Bank’s International Finance Corporation.

Bas Rozemuller, IFC project manager, who led Cambodia’s delegation, told VOA Khmer that many buyers had begun contacting Cambodian companies following the announcement of the award.

The rice variety was judged on its overall quality, including texture, shape, flavor and aroma. It is one of four varieties of rice that Cambodian exporters sell abroad.

Hean Vanhan, deputy director general of the Ministry of Agriculture’s general directorate, said Cambodia’s rice exports are continuing to improve. The country has exported more than 420,000 tons of rice so far in the first eight months of the year, he said.

International recognition of the rice’s quality will help exports, said Mey Kalyan, a senior advisor to the Supreme National Economic Council and a key contributor to the government’s rice policy.

“We earned No. 1,” he said. “So we have to move to the next step, which is to make our rice even better known and trusted worldwide.”

Cambodia will host the World Rice Conference next year.

       จนถึงปลายเดือน ก.ย.กัมพูชาส่งออกข้าวสารได้ทั้งหมด 123,000 ตัน กับข้าวเปลือกอีก 167,000 ตัน หรือคิดเป็นข้าวสารรวมกันประมาณ 180,000 ตัน เพิ่มขึ้น 2% เทียบกับช่วง 9 เดือนของปี 2554 นายประสิทธิ์กล่าว

ข้าว หอมมะลิไทยเคยเป็นหน้าเป็นตาข้าวไทย จนครั้งหนึ่งรัฐบาลสมัยนั้นคิดจะสร้างเป็นแบรนด์ระดับโลกด้วยเครดิตที่เคย เป็นแชมป์ข้าวคุณภาพดีมีรสชาติอร่อยที่สุดในโลก 2 ปีซ้อน แต่เมื่อตุลาฯปีที่แล้วในการประชุมข้าวโลกที่เวียดนาม ข้าวหอมมะลิต้องเสียแชมป์ครั้งแรกให้กับข้าวพม่าชื่อ "เพิร์ล พอว์ ซาน" ซึ่งมีขนาด 5-5.5 มิลลิเมตร แต่มหัศจรรย์ตรงที่เวลาหุงเสร็จเมล็ดข้าวจะพองขึ้นจากเดิม 3-4 เท่า และรสชาติหอม
กรรมการตัดสินยังบอกว่า "ข้าวที่โดดเด่นและได้รับการยอมรับว่ามีรสชาติดีที่สุดในโลกคือ "ข้าวหอมมะลิไทย" แต่ปีนี้ข้าวหอมมะลิไทยกลับพลาดตำแหน่งไปเช่นเดียวกับข้าวพันธุ์ สีดำสายพันธุ์ "เวเรนา" จากอิตาลี

ในปีนี้ประชุมที่บาหลี อินโดนีเซีย ปรากฏว่าข้าวจากกัมพูชาได้รับการยกย่องเป็นข้าวคุณภาพดีที่สุด รายงานระบุว่ากัมพูชามีข้าวคุณภาพดีอยู่สองชนิดคือ "ข้าวหอมดอกลำดวน" ที่นิยมปลูกในศรีสะเกษ และ "ข้าวดอกมะลิ" ที่นำเมล็ดพันธุ์ไปจากไทย

ขนาดเอาพันธุ์ไปจากเราแท้ๆ กลับพัฒนาพันธุ์ดีกว่าต้นตำรับ

ชะตา กรรมข้าวหอมมะลิไทยอยู่ในขาลงจริงๆ เสียแชมป์คุณภาพข้าวไม่พอ ยังส่อแววเสียแชมป์ส่งออกอีกด้วย รายงานระบุว่าในรอบ 9 เดือนนี้ไทยส่งออกข้าวหอมมะลิ 8 แสนตันขณะเวียดนามส่งออกกว่า 7 แสนตัน

ขณะ ที่ภาพรวมการส่งออกข้าวของไทยปีนี้เป็นที่แน่นอน จะต้องจะเสียแชมป์ให้อินเดียที่เพิ่งกลับมาส่งออกและเวียดนาม ส่วนไทยแชมป์เก่าร่วงรูดมาอยู่อันดับสาม

อย่างไรก็ตามข้าวหอมมะลิไทย เสียแชมป์นั้นไม่เกินความคาดหมาย ตั้งแต่ได้เแชมป์มาไม่ได้ใส่ใจทำวิจัยหรือพัฒนาคุณภาพให้ดีขึ้น ปล่อยให้พม่า กัมพูชา แย่งแชมป์ไปได้

ยิ่งมีนโยบายรับซื้อ ข้าวทุกเมล็ด ยิ่งกระตุ้นชาวนาเร่งปลูกโดยเน้นปริมาณมากกว่าคุณภาพ ถึงอย่างไรรัฐบาลก็รับซื้อทั้งหมดอยู่แล้ว ไม่ต้องใส่ใจคุณภาพ ไม่สนใจพัฒนาพันธุ์ให้ดีขึ้น

เคยมีผู้ใหญ่เล่าให้ฟังว่า เมื่อสองสามปีก่อนได้ร่วมคณะพ่อค้าเดินทางไปเจรจาขายข้าวในประเทศหนึ่งใน แอฟริกา ซึ่งเป็นช่วงหาเสียงเลือกตั้งประธานาธิบดี แทบไม่เชื่อพรรครัฐบาลมีนโยบายหาเสียงว่าหากได้รับเลือกจะให้ประชาชนได้กิน ข้าวหอมมะลิ

ในที่สุดพรรครัฐบาลได้รับเลือกจริงๆ ไม่รู้ว่าเลือกตั้งครั้งหน้า ใช้นโยบายข้าวหอมมะลิได้ผลหรือเปล่า

After the rice trade contract signed by August 2012, between AKR and COFCO as to promote the China-Cambodia bilateral economic and trade cooperative relations, especially in response to the desire of the Cambodia's rice exports to China, the first 100 tons of rice with  5kg and 2 kg packaging was successfully shipped out to China under the full support by CCIC (China Certification & Inspection Group) on rice inspection and certification.

Neang Malis registered: now unauthorised trading is illegal


Protecting wide spreading low quality fragrant rice trading in Cambodia

Phnom Penh – Angkor Kasekam Roonroeung, a leading rice exporter, has secured all the right for the name of “Neang Malis”, says Adisorn Chieu, the company director.

Neang Malis is a special name Angkor Kasekam Roonroeung uses for the rice breed that is grown under the company since year 2000. “This rice have been carefully developed and purified by us with our contract farming members for more than 10 years, but lately some dishonest rice trader just simply use “Neang Malis” name to confuse the rice buyers” Adisorn said in the interview.

Angkor Rice has been exporting rice for more than 10 years, and has been a pioneer to bring the Cambodian rice taste to the world rice consumer. The philosophy of producing Neang Malis is to use pure rice breed without mixing with other type of seed. The rice processing cycle is strictly controlled by Angkor Rice which no one in the rice industry is able to do.

But since the booming of the rice industry in Cambodia, a number of rice investors has been using Neang Malis name but pack it with low quality rice and sell to foreign rice traders. “This is destroying the Cambodian rice reputation and bringing the whole industry standard down, the same thing happens to the Thai fragrant rice industry where a lot of traders mix their product with low grade rice and sell as Hom Mali Rice” he added.
